Abstract
This work had as a purpose to establish an existing relation between the development of the Venezuelan social project (plan) during the sixties (60´s) and the introduction of an educative model based on the mass education. Besides, it was wanted to establish how the educative system (1960-1970) was affected when it worked as a legitimater (autorizer) agent of the sociopolitical system. The results show that the educative policy was aimed at conforming a medium class that it would work as a legitimater support and generate an economical development. Therefore, the achievments in a quantitative level, but not in a qualitative level where it starts feeling a backwardness in quality and the social pertinence of learning.
